Backup Diesel Generator - Preparing for Power Rationing

Jun. 04, 2024

Recently, due to tight electricity supply, many regions have issued notices on orderly electricity use, requiring some industrial enterprises to use electricity in an orderly manner and staggered manner to ensure the normal electricity consumption of residents. For example, currently the power shortage in provinces such as Sichuan, Chongqing, Guangdong, Shandong, Zhejiang, Jiangsu, and Hebei exceeds 100 billion kilowatt hours, while in Henan, Shanghai, Beijing, and other places it is also around 700 to 800 kilowatt hours. In addition, under natural disasters, such as hurricanes and rainstorm, it is easy to destroy buildings, vehicles, even lives, and most power grids in the region. Therefore, in this situation, we sent a start signal to thousands of backup diesel generators.

Most diesel generators restored lighting within 15 seconds, but some did not, and some generators ran for a period of time before shutting down. Prominent cases include hospitals, which then have to evacuate patients in terrifying situations.

Generators that do not start when needed usually do not receive good maintenance, which was previously considered a troublesome expense or trouble, and are needed due to certain rules or other reasons. They exist in the background - hidden - they will never actually be used, right? Well, just like risk assessment or method statements, they are just a ticking exercise - until something goes wrong and you need them. Then, suddenly, routine load testing and services became more meaningful.

A good resilient power system started long before this, although the actual resilience of the system depends on one thing - financial resources. Most of the faulty generators have run out of fuel, so they haven't really malfunctioned - they operate very well. Fuel supply interruption due to large quantities stored in the basement and generators on the roof; The fuel transfer pump was submerged in seawater and tripped. Due to fire regulations, fuel cannot be stored on the roof, so it must be pumped from a large capacity fuel tank to a smaller "daily" fuel tank near the generator. This type of daily fuel tank has a disposal or discharge line that automatically operates in the event of a fire and sends fuel back to the large capacity fuel tank.

So now we are trapped between the devil and the deep blue ocean. The ideal method to ensure fuel supply during floods is to store fuel at high levels, but this poses a fire hazard. Diesel is difficult to burn, but once it burns, it becomes even more difficult to extinguish - is it more dangerous than not having electricity? Maybe, but from the perspective of an intensive care patient, this is not important.

Waterproofing the delivery pump may seem like a good idea, but in at least one of the cases, this is already in place. The problem here is testing; Everything looks good, but no one really drowned out this place to find the answer. Who would? It's a bit like when we install UPS on site and ask the customer if we can pull off the main switch. No, this is a normal answer - but do they really know that it will work when there is a power outage?

So all of this shows us that nothing is absolutely reliable, even with the best design in the world, it cannot cover all situations; Good maintenance and upkeep enable the generator to start, but maintaining its operation requires initial planning, system design, and system testing.
